Wonder Woman, murals in a Themyscira temple revealed that it was Darkseid who attacked the Earth all those years ago, not Steppenwolf. At the time, Darkseid was going by the name Uxas and had not yet acquired the Omega Force, which transforms him into the Darkseid comic book fans know today. Justice League was going to depict a more powerful "Uxas" returning to retrieve the Mother Boxes as part of a larger quest to discover the Anti-Life Equation.
Per McKinless, his attack on Steppenwolf, as seen in Justice League was supposed to be a 1-on-1 fight with Darkseid, where the Greek gods arrive to turn the tide of battle.
