Yes it is. But Harley Quinn's name is attached to it, so everyone eats it up. It's like the Brian Posehn written Deadpool. Horribly written, tries too hard to be "zany", ends up being awful and unfunny, but you attach a popular character to it, and people will buy it regardless.

And can I also just say that the whole Aflred E Neuman dressed up as various characters is so played out? It wasn't funny the first time I saw it, and it doesn't even garner a smirk from people now.
