Me and my friend have been arguing quite a bit about who we think is the most ruthless Batman villain. I, personally, think Ra's Al Ghul, while he feels that Hugo Strange is more ruthless. The answer we are looking for is who would do anything to torment Batman, but the villain who feels that they can only exist if Batman exists with them, making them commit ANY despicable act to ensure Bruce Wayne stays Batman.
