It looks as if the city of Vancouver may indeed be the site of the Superman reboot. Vancouver seems to be a popular choice because it serves as the fictional Metropolis in Smallville.

A Globe and Mail article states that a source has stated that the next Superman movie will be shot in Vancouver and that shooting is likely to commence in summer next year.

The following is Leitch's quote from The Globe and Mail website:
“It’s good news,” said Leitch, who says the local production industry has been on fire thanks in part to the HST, but also because of the experienced film crews in Vancouver, the quality of life here and the city’s proximity to Los Angeles.

“I think it’s a great signal that we’re doing very well here and that we’ve got the quality technicians. ... We’ve got a reputation now that we turn out quality product here and I think that’s made the difference.”

Vancouver, British Columbia has a large film and television production industry, which earned it the nickname "Hollywood North." It usually serves as a substitute location for other cities and locales (from wikipedia).
