In an interview with Comic Vine, Scott Snyder protege Marguerite Bennett revealed that she is penning two one-shots for the month of February. They are Superman: Lois Lane #1 and Batman: Joker's Daughter #1. Granted Joker's Daughter was one of the hot items for Villains Month, but it was also easily the worst title published of the entire lot. I thought Ms. Bennett did a decent job on Batman Annual #2, so maybe she will be able to achieve something with the character that wasn't accomplished before. Who is The Joker’s Daughter? What horrors lurk in the mind of this deranged lunatic, and why is there more to her than meets the eye? More than just a crazy person who stumbled upon The Joker’s face, more than just a woman with a mission, The Joker’s Daughter sees herself as a woman on the path of greed, dominance and lordship over the Gotham Underground. This special issue tells a sordid tale in the life of one of DC’s most popular new villains!

It's not a biological daughter. She found his face floating around the sewer and put it on. She's called Duela, but isn't from an alternate universe like the Duela Dent before The New 52.

Wow I'll be getting that Lois Lane one shot. The morons at DC have sidelined her long enough. Well at least this is a start.
