This is one of your best things you've posted.

I only have two gripes. The first is the fact that you CLEARLY ripped of the Dark Knight in multiple ways. We've all seen that movie no need to retell it to us. The second is that the whole bomb thing doesn't make much sense. So Rupert Thorne is selling the bombs to Monster T, but then it's revealed he's actually selling them to the Joker. So why would he sell them to Monster T? Then when they go interrogate Joker they ask him where the bombs are. But he didn't have the bombs they were in the warehouse with Rupert Thorne. Unless he already has bombs, which defeats the purpose of getting new ones. And also if the bombs could turn buildings in to ashes, wouldn't blowing up Arkham be suicidal? He'd just kill everyone in there.

None the less this is your best one yet. A little long though, this easily could've been two different chapters.
