Now this is what ive been imaging Victor Fries is a scientist who has a disease which makes him allergic to something in the air so he must were some sort of breathing device and the disease has caused his skin to turn to an icy white. also he could be trying to cure it and another villian promises him that he'll give him the money to further his research if he puts batman on ice
