Secret Empire #10 featured the return of Steve Rogers after he was reformed by Kobik, the living Cosmic Cube. However, the Steve loyal to Hydra is actually the original Captain America, albeit with a new set of memories. As a result, there's a lot of debate in regards to whether or not the Cap who returned can really be considered the real deal and if the two will somehow be merged down the line.

What we do know is that Mark Waid's new Captain America series will make little mention of the events of Secret Empire and that it will feature a Steve journeying across America to make amends. 

Well, Deadpool #35 has offered some insight into what comes next (before the events of Secret Empire: Omega anyway) and it confirms that HydraCap has been taken into custody and that the world has accepted the returning Steve as the real deal who can be easily forgiven as it was his doppelganger who turned America into a war zone. Will HydraCap remain in custody and return somewhere down the line to play Captain America? That remains to be seen but definitely now looks somewhat likely.
